4月15、16日に「気候・エネルギー・環境相会合」が札幌で開かれます。
日本政府は、汚染水放出、汚染土「再利用」の「進捗を歓迎する」旨の
文言を共同宣言に盛り込み、G7各国からの合意をとりつけ、
放射能ばら撒き政策を正当化しようとしています。
私たちは、これらのことを共同声明に含めることを反対し、
各国政府が、日本政府の誤った提案を受け入れないことを求めて、
書簡を出しました。

According to media reports, the Japanese government is seeking to include phrases that indicate the G7 members “welcome its transparent approach toward the disposal” of the so-called “ALPS treated water” or radioactively contaminated wastewater and that they “welcome the progress” made in the recycling of contaminated soil that was generated by the TEPCO's damaged Fukushima Daiichi Nuclear Power Plant in a joint statement that will be drafted by the G7 Ministers’ Meeting on Climate, Energy and Environment in Sapporo on April 15 and 16. [1]
However, the discharge of the so-called “ALPS treated water” into the ocean is opposed by those who were impacted by the nuclear disaster – such as fishers, the agriculture, forestry and fisheries industry, the tourism industry, consumer groups, municipal councils, and many other residents in Fukushima - as well as by many people in Japan. There are also voices of concern from neighboring countries and Pacific nations.[2] Many people expressed their opposition to such disposal into the ocean at government meetings, public hearings, and through public comments; however, the Japanese government is planning to go ahead with the release into the ocean this summer without sufficient discussion based on a unilateral decision made by the government two years ago in April.
The reasons for the people’s opposition include: (1) the so-called "ALPS treated water" contains radioactive substances other than tritium in excess of the legally permissible level; however, the total amount of each radionuclide in the radioactive substances is not disclosed to the public, (2) there are no regulations on the total amount of radioactive substances that can be released, (3) opinions related to the adverse effects of bioaccumulation of organically bound tritium (OBT) in the human body are divided, and (4) the alternative options proposed by the public have not been discussed by the government. Without providing transparent answers to these concerns, this decision is an extremely non-transparent process and is not democratic at all.
The distribution of radioactively contaminated water and soil is clearly environmental pollution. Furthermore, the phrases "welcome its transparent approach toward the disposal" and "welcome the progress" on the recycling of contaminated soil are inappropriate for the joint statement of the G7 Ministers’ Meeting on Climate, Energy and Environment.
Don’t Contaminate the Ocean Anymore! Citizens’ Council (KOREUMI), a civil society group based in Fukushima, opposes the inclusion of these phrases in a joint statement and calls on your government not to accept such erroneous proposals by the Japanese government.

G7各国環境大臣御中
報道によりますと、4月15、16日に札幌で開催される G7気候・エネルギー・環境相会合での議長国が取りまとめる共同声明に、日本政府が（東京電力福島第一原発事故により発生した）「ALPS処理水」と命名した、福島第一原発事故由来の汚染水の「放出に向けた透明性のあるプロセスを歓迎する」と言う文言を、汚染土の再利用の「進捗を歓迎する」と言う文言とともに盛り込もうとしています。
しかし、「ALPS処理水」の海洋放出については、原発事故の被害者である、福島県の漁業者をはじめ、農林水産業者、観光業者、消費者団体、市町村議会、多くの県民そして全国の市民が反対をしています。また、近隣や環太平洋の国々からの懸念の声もあります。政府の説明・公聴会やパブリックコメントでも、多くが海洋放出に反対の意見でしたが、十分な議論をしないままに、日本政府は一昨年4月に強引に決定した海洋放出を、今夏強行しようとしています。
市民の反対の理由は、この「ALPS処理水」には、トリチウム以外の放射性物質が告示濃度限度を超えて含まれており、放出される放射性物質の核種ごとの総量が示されていないこと、総量に関する規制がないこと、また、有機結合型トリチウムの生体濃縮などによる人体への影響について意見が分かれていること、市民が提案している代替案を議論しないこと、などです。これらの懸念に対する明確な答えがないままに、海洋放出を決定することは極めて不透明なプロセスであり、民主的ではありません。
放射能汚染した水と土を、拡散することは、明らかな環境汚染であり、G7気候・エネルギー・環境相会合での共同声明に「放出に向けた透明性のあるプロセスを歓迎する」、汚染土の再利用に対して「進捗を歓迎する」の文言は相応しくはありません。
福島に拠点を置く市民社会の私たち「これ以上海を汚すな！市民会議」は、これらの文言を共同声明に含めることを反対し、貴国政府が、日本政府の誤った提案を受け入れないことを求めます。
