Manhattan Project for a Nuclear-Free World and other U.S. groups are launching #StopTepco Global Action Campaign to halt the dumping of radioactive wastewater from the damaged Fukushima Daiichi nuclear facility into the Pacific.

Please join our #StopTepco global campaign to demand, “Don’t Nuke the Pacific!”, by sending postcards to 3 key officials in Fukushima (see below for details) who support the radioactive water dumping into the Pacific and demand they halt the outrageous dumping plan! The first deadline is May 1, 2023.

For groups that are interested in coordinating a local campaign to send postcards to Fukushima officials from your communities, we are happy to share some templates of postcard designs. Please download your favorite templates from our website here. (Our templates are based on the U.S. postal rules, so you might need to adjust the size based on your local rules.)

Instructions:

A sender can mail only once to each recipient: Mayor Izawa of Okuma-city, Mayor Yoshida of Futaba-city, and Fukushima Governor Uchibori. If you wish to mail more, ask friends and neighbors to join the postcards campaign.

Write your name and address (or town and country).

Write a brief message in any language in a blank space. Be respectful.

Background info:　

On April 13, 2021, the Japanese government announced that it will start discharging more than 1.3 million metric tons (350 million gallons) of radioactive “treated” wastewater from the Fukushima Daiichi into the Pacific starting from the spring of 2023. The dumping will continue for three decades or more. The “treated” water contains radioactive isotopes due to some being used to cool the highly radioactive melted cores of nuclear reactors. Tritium and carbon-14 cannot be filtered out at all. Three independent human rights experts appointed by the UN Human Rights Council expressed deep regret at Japan’s decision. Fukushima residents, fisheries associations, most of Fukushima’s districts, and many anti-nuclear groups in and outside Japan expressed their opposition to the plan. Henry Puna, Secretary General of the Pacific Islands Forum, calls for the Japanese government to hold off on any such release.

The dumping practice will set a bad precedent, and other nuclear power plants across the globe might follow the practice.

The dumping of this radioactive wastewater would cause irreparable damage to our planet, and will affect everything from the smallest creatures in the water to our human living conditions and everyday lives.

“The proposed release of this contaminated water is a transboundary and transgenerational issue of concern for the health of marine ecosystems and those whose lives and livelihoods depend on them. We are concerned about the absence of critical data on the radionuclide content of each tank, the Advanced Liquid Processing System, which is used to remove radionuclides, and the assumption that upon the release of the contaminated wastewater, “dilution is the solution to pollution.” The underlying rationale of dilution ignores the reality of biological processes of organic binding, bioaccumulation, and bioconcentration, as well as accumulation in local seafloor sediments. Many of the radionuclides contained in the accumulated waste cooling water have half-lives ranging from decades to centuries, and their deleterious effects range from DNA damage and cellular stress to elevated cancer risks in people who eat affected marine organisms, such as clams, oysters, crabs, lobster, shrimp, and fish. Additionally, the effectiveness of the Advanced Liquid Processing System in almost completely removing the over 60 different radionuclides present in the affected wastewater—some of which have an affinity to target specific tissues, glands, organs, and metabolic pathways in living organisms, including people—remains a serious concern due to the absence of critical data. The supporting data provided by the Tokyo Electric Power Company and the Japanese Government are insufficient and, in some cases, incorrect, with flaws in sampling protocols, statistical design, sample analyses, and assumptions, which in turn lead to flaws in the conclusion of safety and prevent a more thorough evaluation of better alternative approaches to disposal. A full range of approaches to addressing the problem of safely containing, storing, and disposing of the radioactive waste have not been adequately explored, and alternatives to ocean dumping should be examined in greater detail and with extensive scientific rigor.

 

We urge the Government of Japan to stop pursuing their planned and precedent-setting release of the radioactively contaminated water into the Pacific Ocean and to work with the broader scientific community to pursue other approaches that protect ocean life; human health; and those communities who depend on ecologically, economically, and culturally valuable marine resources. The Japanese government and Tokyo Electric Power Company (TEPCO) are preparing to release “ALPS-treated” contaminated water from the Fukushima Daiichi nuclear power plant into the Pacific Ocean despite strong opposition from both within and outside of Japan.

The Japanese government has stated that it will not take any action without the consent of relevant stakeholders. However, everyone who shares the Pacific Ocean will be affected. Japan must consult not only Japanese fishermen, but also other communities in Japan and other parts of the world, including Pacific Island nations.

Let's listen to the voices of young Marshallese in the Pacific, whose livelihoods depend on the ocean, and people active in the West Coast of the United States. As people to together live in different parts of the Pacific Rim, let us collaborate to find a way to halt the dumping of radioactive water into the ocean.

10月29日午前、「汚染水対策を考えるシンポジウム〜このまま海に流すの？！『ALPS処理水』」が、いわき市平のいわき市産業創造館ラトブ企画展示ホールで2時間半にわたって開催されました。

　福島第一原発事故によって生まれた「ALPS処理水」の海洋放出について、「関係者の理解なしには、いかなる処分も行わない」という漁業者との約束がなかったかのように、海底トンネルなどの工事が進んでいますが、流されるものは、原発事故により溶けてしまった高線量のデブリに触れた汚染水。放射能の影響は長期間かかって現れてくるもの、それを最小限にするための責任が、今を生きる私たちに問われています。

未来の子どもたちに綺麗な海を手渡したい。かけがえのない海といのちを守るため、自分ごととして「ALPS処理水」の海洋放出について考えようと、これ以上海を汚すな！市民会議が主催して、政府・東京電力と住民によるパネルディスカッションや参加者とのトークセッションが行われ、会場とオンラインで約100名が参加しました。

　パネルディスカッションは、政府・東京電力から、資源エネルギー庁：電力・ガス事業部　原子力発電所事故収束対応室　廃炉・汚染水・処理水対策官の山口雄三さん、東京電力：福島第一廃炉推進カンパニー廃炉コミュニケーションセンター副所長兼リスクコミュニケーターの木元崇宏さん、市民から佐藤智子さん、鈴木薫さん、満田夏花さんがパネリストととして登壇。

　４つのテーマで行われ、ディスカッションでは、ALPSで処理しきれずにどのような物質が残り、いつまで流され続けるのか、その総量も明らかにされていないことが、改めて浮き彫りになりました。今後、64核種以外の放射性物質が確認されることもありうると東電も認め、住民の不安は解消されませんでした。

　①汚染水対策：広域遮水壁など徹底した止水対策を早急に行うべき　

　　東京電力は、「地下水と雨水の問題だが、広域遮水壁は難しい」「建屋カバーや地下貫通口近傍での止水を検討」「凍土遮水壁の耐用年数は何年と言えない。補修して使用する」

　　市民の「海洋放出による汚染の拡大について、住民の恐怖を理解しているのか？」という問いに、エネ庁は、「だから、基準に則ってやっている。説明はまだまだだが。」

　②汚染水処分の方法：環境中に汚染水を流すことは、問題。モルタル固化など、陸上で保管・処分を行うべき

　　エネ庁は、「タンク保管は老朽化とスペースが問題」「固化は体積が何倍にもなり、発熱でトリチウムが蒸発」

　　市民は「モルタル固化提案の専門家を読んで議論すべき」「なぜ公聴会開かないのか？」と求めた。

　③海洋放出水の中味：①トリチウムの放出総量は。②ストロンチウム90、ヨウ素129など放出水に含まれる他の放射性核種の総量は。③現在、東電が測定対象としている64核種以外の放射性物質が含まれていないことは、どのように説明するか。

　東京電力は、「トリチウムはタンクに131万トン、780兆ベクレル。現在、全タンクでどれだけかは分かっていない。ALPSにかけて測定後、ストロンチウムとヨウ素129はわかる」「64核種以外は、今後分析して示したい」

　④漁業者との約束：国・東電は「関係者の理解が得られないままではいかなる処分も行わない」と文書で約束。漁業者が同意していないまま放出のための工事を進めていることは明らかな約束違反では

　エネ庁は、「繰り返し説明し意見交換したい」「漁業者との車座対話進めている」

　市民の「私たちも関係者、立地町長と漁業者だけが関係者ではない」に対し、エネ庁は、「誰が関係者かではなく、理解をうるために説明する」と。

　参加者とのトークセッションでは、「トリチウムの安全性をいうが内部被曝の危険性を評価すべき」「公聴会の開催についての検討結果はどうなったか」「富岡町のヒラメは大丈夫か。リスコミではなく公聴会の開催を」「海側遮水壁の下の透水層から汚染水が海中に出ている、評価はどうなっている」「東電のポータルサイトは説明不足。OBT（有機結合型トリチウム）に対する具体的数値がない。裏付けを示してほしい」「安全なら東京などの大都市でやるべき。事故から11年たってる、なぜ安全な処理方法考えなかったのか。『常磐もの』の魚が台無しになる」「6月の最高裁判決、国が賠償しない。海洋放出、政府が信用できない」「理解を求める、はあるが、合意を得る、と言わない。その理由と今後の対応を聞きたい」などなど、率直なご質問と真摯なご意見が出されました。　（いわき市議　佐藤和良「風のたより」より）
